摘 要：特色小镇是一种以产业为核心、多种功能有机融合的全新城市功能平台，其本质特征是城市和产业发展理念的创新、发展路径的重构，是通过项目组合、企业聚合、产业融合来推进创新整合。浙江省率先创建产、城、文、旅功能相融合的特色小镇发展模式，取得了积极的成效。其实践经验和本质特征对于中国城市化进程和城市功能的创新具有积极的启示和借鉴意义。

Abstract ：The characteristic town is a new platform for urban functions with industry as the core and multi-function organically integrating. Its essential feature is an innovation of urban and industrial development concept and a reconstruction of the development path, which means promoting innovation integration through project combination, enterprise convergence and industrial integration. Zhejiang Province has taken the lead in creating a characteristic town development model with the integration of industry, city, culture and tourism, and has achieved positive results. Its practical experience and essential characteristics have a positive inspiration and reference for the urbanization process and the innovation of urban functions in China.
