“三调”成果数据在市县国土空间总体规划编制中的应用探索

摘要  本研究基于第三次国土调查数据的特征分析,总结了“三调”成果数据在国土空间规划编制中的整体应用方案。其中,“三调”成果数据的特征分析包含“三调”用地分类与国土空间规划用地用海分类的差异、用地转换方法与实现途径等内容。整体应用方案包含整体应用框架结构、不同编制内容中的具体应用思路与实现途径。总体而言,“三调”成果数据可以为当前国土空间规划的“底图”与“底数”构建、现状评价与评估、“三线”划定、国土空间规划分区以及国土综合整治等方面发挥重要的基础性作用。研究还结合一些具体案例进行补充说明,同时指出“三调” 成果数据在当前应用中所存在的不足。

Abstract Based on the analysis of the third national land survey ("third land survey") data, this study proposes a comprehensive application scheme, which discusses how the "third land survey" data can be used in the city and county level’s overall territorial spatial planning compilation. The characteristics analysis of the "third land survey" data includes the difference between the "third land survey" land use classification and territorial spatial planning land use classification, the land use conversion method, and the realization method. The comprehensive application includes the overall application framework structure, and the application ideas of different preparation contents to the realization approach. In general, “third land survey” can be fundamental in the construction of the “base map” and “base data” of territorial spatial planning, the evaluation and assessment of the status quo, the three-line demarcation, the zoning of territorial spatial planning, and the comprehensive remediation of territorial land. In addition, some specific cases are analyzed in this study, which reveals the shortcomings of the "third land survey" data in the current application.
