长江经济带城市群 PREED生态化耦合协调度研究

摘要  本文以党和国家关于长江经济带生态大保护的重大战略为指导,以长江经济带四大城市群(长三角城市群、长江中游城市群、成渝城市群、滇黔城市群)为例,基于其社会、经济和环境的基本概况和特点,建构了 PREED(人口—资源—环境—经济—发展)指标体系与评估模型,分析了四大城市群的生态化耦合协调度。研究表明,四大城市群 PREED 生态化耦合协调度有明显的空间分异特性,处于下游区域的长三角城市群的耦合协调度最高,其次为成渝城市群、中游城市群,上游滇黔城市群的耦合协调度最低。本文提出了加强流域协作、共推长江经济带绿色发展、共建长江经济带生态安全的对策措施。

Abstract  Based on the major strategy of the Communist Party of China (CPC) and the state of China for the ecological protection of the Yangtze River Economic Belt, this paper analyzes the basic situation and characteristics of society, economy and environment of four urban agglomerations (UA) of the Yangtze River Economic Belt (i.e, Yangtze River Delta UA, Middle Reaches UA, Chongqing-Chengdu UA, and Yunnan-Guizhou UA) and constructs the indicator system and model of PREED (Population, Resources, Economy, Environment and Development), and evaluated the ecological coupling coordination of the four urban agglomerations. The research shows that the ecological coupling coordination of the four major urban agglomerations has obvious spatial differentiation. The order from top to bottom is Yangtze River Delta UA, Chengdu-Chongqing UA, Middle Reaches UA and Yunnan-Guizhou UA. The authors put forward the measures to strengthen the cooperation of the river basin and promote the green development of the Yangtze River Economic Belt and co-build the ecological safety of the economic belt.
