摘要 基于世界卫生组织提出的“积极老龄化”的政策框架，文章以发展的眼光重新解读其关键词——健康、参与、保障的内涵和外延，并从“积极老龄化”的视角，对城市、社区、设施、住宅等提出不同尺度的干预措施和建议。

Abstract Based on the active aging policy framework proposed by the World Health Organization (WHO), this article reinterprets the connotation and extension of the proposed keywords: health, participation and guarantee. Besides, from the perspective of active aging, this article puts forward different scales of intervention measures and suggestions for urban, community, facilities and housing.
