城乡融合语境下的江苏省县域城镇化特征与思考

摘要 县域是紧密联系城乡的重要空间单元，县域城镇化是促进城乡融合的关键所在。本文基于这一背景，分别从县域城镇化的水平、要素、主体和配套等方面着手，系统分析了《江苏省新型城镇化与城乡发展一体化规划（2014—2020 年）》实施以来江苏省县域城镇化发展的特征。在此基础上，结合城乡融合发展要求和城镇化动力转型趋势，对江苏省“十四五”期间的县域城镇化提出体系、动力、内涵、政策等方面的优化建议，并针对不同分区提出差异化的策略引导。

Abstract County is an important spatial unit closely connecting urban and rural areas. County urbanization is the key to promote urban-rural integration. Based on this background, the paper analyses the characteristics of county urbanization in Jiangsu province since New Urbanization and Urban-rural Overall Development Planning of Jiangsu Province （2014-2020）implemented, and makes a comparison and summary in the level, elements, subject and facilities of county urbanization. On this basis, the paper offers proposals on improving the system, motivation, connotation and policy for county urbanization in 14th five-years plan of Jiangsu, and puts forward different strategy guidance for different area.
