城市更新中景观视觉影响评估的应用研究——基于英格兰的经验

摘要 当前城市发展进入品质提升新阶段，与人密切相关的各类景观在这一阶段中尤为重要。在新发展背景下，城市更新势必对景观的空间特征和视觉舒适度产生影响。如何管控开发建设给原有景观特征带来的影响并进一步提升空间的魅力，成为当下学界热议的话题。英格兰的景观视觉影响评估作为景观空间的有效管控手段，其完整的体系、独特的方法和景观特征保护经验，已得到业界的广泛认可。本文梳理英格兰的景观视觉影响评估的发展概况，结合“英格兰西码头开发景观视觉影响评估”案例，总结、归纳景观视觉影响评估的体系、方法与特点，并进一步探讨在城市更新中景观视觉影响评估的应用框架，为我国今后在城市更新中开展景观视觉影响评估提供指导与借鉴。

Abstract Urban development has entered a new stage of quality improvement nowadays, and all types of landscapes which are closely related to people are more and more important under this new development stage. In the context of current urban development, urban renewal is bound to have an impact on the spatial characteristics and visual amenity of landscapes. The questions about what should do to control the changes to original landscape characters in the development and construction, and about what should do to improve attraction of space are become hot topics nowadays under the background of urban renewal. Landscape and Visual Impact Assessment (LVIA) in England has been widely recognized as a useful tool to manage landscape spaces with its rounded system, unique methods and experience in landscape character protection. The paper reviews the development of LVIA in England, summarizes the characteristics of its system and methods based on the case of the Landscape and Visual Impact Assessment for the Westferry Development, and further discusses the application framework of Landscape and Visual Impact Assessment in urban renewal, so as to provide instructions and reference in the future for the development of Landscape and Visual Impact Assessment in urban renewal in China.
