乡村人居环境建设历史脉络、演变特征及方法探索

摘要 为响应国家乡村振兴战略，明确乡村人居环境建设的基本任务，本文首先回顾梳理古代乡村治理制度建设、近现代乡村建设运动、当代新村建设的历史脉络，总结出制度推动下古代乡村人居环境营建、精英主导下近现代乡村自治运动、由内向性转向无序性的当代新村人居环境建设的动态演进特征。其次，基于空间政治经济学及其推论，提炼出乡村人居环境建设现存的问题与矛盾，构建涵盖战略路径、基本任务与策略构成的方法体系。最后，结合成都案例，探讨城乡统筹模式下乡村人居环境建设的实践，以期为乡村人居环境建设提供参考。

Abstract In response to the rural revitalization strategy, the problems and contradictions in the process should be explored, and the basic tasks of rural human settlement environment planning and construction should be clarified as well. This paper first reviews and combs the historical context of ancient township construction, modern rural construction movement, and contemporary new village construction; then it summarizes the basic characteristics and overall evolution characteristics of the rural human settlement environment construction in various periods based on this; and then condenses the rural human settlement environment construction connotation of current problems and contradictions, and constructs a task framework for rural human settlement environment planning that includes strategic paths, basic tasks and strategies. Combining the case of Chengdu, the practice of rural construction under the urban-rural overall planning model should be discussed, in order to provide a reference for the construction of rural human settlements in our country.
