联合申遗背景下江南水乡古镇历史保护规划适应性研究
Research on the Adaptability of Historical Protection Planning of Jiangnan Watertown under the Background of Joint Application for Heritage Protection Project

摘要 在《中国世界文化遗产预备名单》中，江南水乡古镇项目包含江苏、浙江两省共14 座古镇，属于联合申遗范畴。在此背景下，古镇保护规划需要作出与国际遗产保护要求接轨的调整：一方面结合我国历史保护管理基础，建立包括区域性保护规划、历史文化名镇保护规划在内的二级保护规划体系，关注不同层面的规划技术要点；另一方面在世界遗产“保护管理规划”的相关要求下，修编既有的历史文化名镇保护规划，加强对历史遗产核心价值的挖掘和利用，同时对遗产整体的管理和监测措施提出更明确的要求。

Abstract There are fourteen ancient towns from Jiangsu and Zhejiang have been included in The Application List of World Cultural Heritages in China , they are known as Watertown in Southern China. Under this background, the protection plan needs to be adjusted to meet the requirements of international heritage protection. On the one hand, in combination of China situation, we should establish a planning system with different levels, including regional conservation planning, historical and cultural towns planning. On the other hand, we should revise the existing protection planning under the requirements of international heritage protection, and pay more attention to the proper utilization of local historical elements, make more specific demands of heritage management.
