有关上海市住宅、人口规划的三个观点
Three Views on Shanghai’s Residential and Population Planning

摘 要：本文针对《上海市城市总体规划（2016 — 2040）报告（草案公示版）》和前期相关报告的内容，就住宅规划、人口分布方面提出三个观点，以期为总规最终成果和下位规划的编制提供些许建议。一是住宅规划不宜着力于人口控制功能；二是对中心城人口、就业进行“疏解”的规划导向不尽合理；三是建议建立宅基地减量指标的一级市场，以有效解决城乡住宅用地差距拉大的趋势。

Abstract ：The paper puts forward three views on the published content of "Shanghai Comprehensive Plan (2016— 2040)". First, residential planning should not lay stress on population control. Second, the guidance on extracting population and jobs in central urban area is not reasonable. Third, establishing a market on homestead reduction index is suggested, which can narrow the gap between urban and rural areas to some extent.
