深圳城市空间结构的演进历程及其中的规划效用评价
The Evolution of Urban Spatial Structure in Shenzhen and the Utility Evaluation of Its Planning

摘 要：本文回顾了深圳历次总体规划的发展历程，对三次总体规划关于空间结构的规划思路、城市实际发展结果及其影响因素、规划实际发挥的作用进行了全面分析，指出深圳多中心、组团式结构的形成与城市的基础条件、土地管理制度、发展模式、行政体制等诸多因素密切相关，城市规划只是在结构性要素控制、策略传导、决策影响等方面发挥着有限的作用。

Abstract ：After reviewing the evolution of the overall planning in Shenzhen, this paper makes a comprehensive analysis of the planning ideas, actual development results and the influencing factors of the three overall plans on the spatial structure as well as their practical effects. It points out that the formation of multi-center group structure in Shenzhen is closely related to the basic conditions of the city, the land management system, the development mode, the administrative system and many other factors, while urban planning only plays a limited role in the structural factor control, strategic transmission and decision-making.
