摘   要:贵州是典型的山地省,山多地少,城镇分布零散、基础设施薄弱。特色小镇建设可补齐城镇体系的短板,拓展城镇化增长的内生空间,是促进就地就近城镇化的重要平台。本文介绍了贵州特色小镇发展的概况,基于增长极和点轴理论,从空间发展的视角提出特色小镇发展应创建一种可产生极化效应和发挥辐射功能的牵引力,走层次分明、重点突出的“点—线—面”非均衡发展的道路,以推动就地就近城镇化。要实现这个目标,突破口在于:因势利导地发挥贵州在大数据、大生态、大旅游、大健康、大扶贫等方面的政策优势,以人为本地补齐城镇基础设施、公共服务的短板,因地制宜地寻找和发挥比较优势,打造出特色产业小镇、特定功能小镇、特有资源小镇,走符合贵州实际的特色发展道路。

Abstract :Guizhou is a typical mountainous province with more mountains and less flat ground. Town layout is scattered and the development foundation is fragile. The distinctive town can improve weak links of the urban system and expand the endogenous space of urbanization, which is an important platform to promote the local urbanization. This paper analyzes the development of distinctive towns in Guizhou. From the perspective of space, the development of distinctive towns in Guizhou should create a traction that can produce polarization effect and better play the radiation function based on the theory of growthpole and point-axis. The "point-line-surface" unbalanced development path should be insisted so as to promote the local urbanization. There are three breakthrough directions: firstly, to make good use of the long board advantages, which include the big data and some policies of ecology, tourism, health, traffic, poverty, relief and opening; secondly, to improve weak links of infrastructure and public service; thirdly, to find and play their own comparative advantages. Based on these, a special industrial town, a specific function of the town and the unique resources of the town can be created to find the development path with local characteristics in Guizhou.
