社会融合导向下特色小镇与既有村庄空间整合的规划探索——以浙江省黄岩智能模具小镇为例

摘   要：特色小镇的空间规划是其产业经济转型升级、实现创新发展的物质手段，同时也是塑造其社会形态、文化和风貌的重要途径，有利于提升乡村社区的环境品质，促进美丽乡村的建设。针对特色小镇规划布局与既有村庄之间产生的新的空间隔离问题，本文提出通过特色小镇与既有村庄的空间整合规划、功能互补、资源配置共享来实现社会融合的目标。具体的做法是：对特色小镇的生产创业环境、生活支撑环境、生态休闲环境等资源要素和相关人群需求开展整体化评估，明确企业家、一般从业人员、当地居民（村民）和旅游者等多元社会人群的需求差异，从而确定促进多元社会融合的空间机会；在认识多元人群社会融合价值的基础上，通过有针对性的土地使用划分、公共服务设施建设、道路和市政基础设施配置等手段，将既有村庄的人居环境和特色小镇建设有机结合，达到多元社会融合共同发展的目标；通过浙江省台州市黄岩智能模具小镇的规划实践对上述规划理念进行阐释。

Abstract ：The spatial planning of distinctive towns is a carrier of restructuring and upgrading local industrial economy and achieving innovative development. It also provides a significant approach to form the society, culture and scene, which is beneficial to the improvement of the community environment and to the promotion of beautiful village construction. To solve the spatial segregation between the planning layout of distinctive towns and existing villages, the study proposed to obtain the social integration through the spatial integration plan, complementary functions and thesharing resource allocation. The specific approach is carrying out the overall assessment on the resource elements such as production and business environment, living support environment and ecologic leisure environment and requirements of relevant people. The next step is identifying different demands of entrepreneurs, ordinary workers, residents, tourists and other related groups of people, so that the space opportunities for promoting pluralistic social integration could be further clarified. Based on the recognition of the value on pluralistic social integration, the study proposed to organically combine the habitat environment of existing villages and construction of distinctive towns through pertinence planning approaches, including the land use division and the allocation of public services, roads and infrastructures, which implemented in the planning practice of Huangyan Intelligent Mold Town in Taizhou City, Zhejiang Province.
