中国香港的法定规划制度及高生态价值地区的发展——“和生围”发展个案研究
Statutory Planning System and the Development of Ecologically Sensitive Areas: A Case Study of Wo Shang Wai, Hong Kong, China

摘 要：本文概述中国香港《城市规划条例》规定下的法定规划制度，包括制定法定图则、处理规划申请以及在乡郊地区对违规发展执行管制，并说明法定规划如何为生态价值高的地区提供发展指引和规划管制框架。最后简单评论落实“和生围”住宅及湿地保育发展的个案。

Abstract ：This paper outlines the statutory planning system under the provision of the Town Planning Ordinance in Hong Kong, including the statutory plan making process, processing planning applications and enforcement against unauthorized development in the rural areas. It also illustrates how a statutory plan provides a framework for guiding and regulating development in an ecologically sensitive area and briefly comments on the implementation of the Wo Shang Wai residential cum wetland conservation development.
