功能提升与模式探索双重任务的国家级新区规划探索
——以重庆两江新区总体规划为例
Exploration of Planning of State-Level New Area with the Double Mission of Function Promotion and Model Innovation: A Case Study of Liangjiang New Area

摘 要：在经济发展进入新常态的背景下，国家级新区是城镇发展转型、探索城市建设新模式的示范基地。国家级新区的规划除了解决传统增量规划的布局问题，更应该着眼于功能提升、模式探索、空间管控。功能提升要注重区域引领和城市转型，发展创新产业；模式探索要注重生态环境与宜居城市建设，践行城市建设新理念；空间落实要结合长远目标与近期实施，努力提高城市建设的标准。

Abstract ：State-level New Area is an important test demonstration base exploring the transformation of urbanization and new model of urban construction in the context of China’s New Normal. In addition to the space layout planning, incremental planning should focus on function promotion, model innovation and space regulation. Function promotion highlights the region development, transformation and innovation. Ecology and livability have become the most important target for city construction, with practicing the new idea of urban construction. It is a long-term goal combined with recent implementation. Raising construction standards also contribute to the city quality.
