上海土地开发政策演变研究
A Study on the Evolution of Land Development Policies in Shanghai

摘 要：本文通过对上海不同时期土地开发政策的回顾，总结出上海不同时期土地开发政策的特点，并剖析了上海土地开发政策中的双轨制如何推进市场化。文章还对上海土地开发政策进行了评述。

Abstract ：By reviewing the Shanghai land development policies in different periods, this paper summarizes the characteristics of Shanghai land development policies, and analyzes how to promote the marketization of two-track system of land development policies in Shanghai. Finally, the promotion of industrial upgrading by the Shanghai land development policy is reviewed.
