环境功能区划的空间尺度特征

摘   要:环境功能区划是我国实施环境分区管理、分类指导的重要基础性工作。环境功能区划的层次性、空间尺度依赖性决定了它具有明显的空间尺度特征。本文通过对环境功能综合评价指标空间特征的分析,探讨了环境功能区划及其分区管控导则与空间尺度的关系。研究表明,由于环境功能综合评价指标存在明显的空间尺度特征,因此,在不同层次和尺度的环境功能综合评价中应选择合理的评价单元,实现数据的有效整合。在省级层面,环境功能区的划定和分区管控导则主要在于宏观引导,并指导下一层次和尺度的区划;在市辖区、县级层面,则是对省级区划的具体细化,直接为区域环境管理和规划编制服务,是整个国家环境功能区划体系中面向环境管理和具体操作的层次和尺度。

Abstract :The environmental function zoning is a basic work in the implementation of environmental regionalization management and classified guidance in China. The hierarchy and spatial scale dependency determine the significant characteristics of spatial scale of environmental function zone. This paper analyzes the spatial features of indicators of comprehensive assessment of environmental functions, and discusses the relationship among the spatial scale, the environmental function zoning and environmental regionalization management. Based on the research work above, this paper concludes that the spatial reasonable evaluation unit should be selected for the effective data integration and comprehensive assessment of environmental functions. At the provincial level, the environmental function zoning and regionalization management mainly focus on the macroscopic guidance and the guidelines for the low-level zoning; at the county-level, the environmental function zoning and regionalization management should be solidified and specific, which serve for the environmental governance and planning directly. This is also the level and scale of environmental management andspecific operations in the national environmental function zoning system.
