国家“三块地”改革与房地产市场发展

摘 要:城乡二元土地制度已难以适应新形势下经济社会发展的需求。十八届三中全会以来,中央和地方积极推动农村土地征收、集体经营性建设用地入市、宅基地制度改革试点工作。“三块地”改革有利于推动土地供应制度变革,促进城乡人口要素流动,进而对城乡土地和住房市场统一、健康、稳定发展产生深远的影响。积极推动“三块地”改革,释放改革红利和经济增长潜力,推动新型城镇化和城乡一体化建设,对整个社会发展具有重大的意义。

Abstract :Urban-rural dual land institution has been difficult to meet the needs of economic and social development in the new situation. Since the Third Plenary Session of the 18th CPC Central Committee has convened in Beijing, the central and local governments have actively promoted the pilot projects of rural land expropriation system, collective operating construction land entering the market, and residence land reform. Trinity land reform will be conducive to promoting the reform of land supply system as well as the rural-urban population mobility, and will further have a farreaching effect on the unified, healthy and stable development of urban-rural land and housing market. It will be of great significance for the development of the whole society to promote the trinity land reform,to release the reform bonus and the potential for economic growth, and to advance the construction of new urbanization and urban-rural integration actively.
