摘 要：本文基于对生态规划的要义、内涵及城市总体规划和环境规划关系的认识，介绍了美国加利福尼亚州各县市总体规划和区域交通规划的内容、制定过程，以及对空气质量的管理方法。笔者认为，生态规划的本质在于生态学理论和方法在规划实践中的应用，特别是在生态系统和生物多样性的保护方面。加利福尼亚州在总体规划和环境保护方面的成功源于强化了规划的法律地位，以及公众参与规划的制定、实施和监督。而这也正是中国当下和未来在城市规划中可以借鉴和需要加强的地方。

Abstract ：Based on the meaning and connotation of ecological planning and the relationship between urban master plan and environmental planning, this paper introduces the overall planning and regional traffic planning as well as the management of air quality in California. The authors conclude that the essence of ecological planning lies in the application of theories in practice, especially in protecting ecosystem and biodiversity. The success of California in master plan and environmental protection lies in strengthening the legal status of the master planning and public participation and supervision, which is the point that China should learn in urban master planning.
