新建商品房社区营造的前置操作探索——以嘉定区信义嘉庭小区为例
Exploration on the Operation Before the Community Empowerment of Newly-Built Commodity Apartments: A Case Study of Sinyi Jiating Community in Jiading District

摘 要:都市化发展带动了外地人口的迁入,也促进了城市经济的发展,为了容纳在城市工作的人口,打造具有丰富配套设施的小区是近年来大陆地产开发商用以吸引消费者的主要方式。然而,近几年,研究发现在入住交房阶段,业主与开发商常常发生矛盾冲突,成为新建小区影响社会和谐的隐忧。若能在社区新建过程中即导入社区建设,除提供符合居民预期的硬件设施外,同时营造有序、和谐的氛围,以社区营造的方式,促进居民互帮互助,有利于形成彼此理解的熟人社区。为实现这个目标,我们在大陆的小区建设中引入在中国台湾地区施行了十余年的“社区一家赞助计划”,希望展开一项华人社会的社区营造实验—新建商品房社区营造的前置操作。在业主购屋未入住前,进行社区建设工作,以团体动力、社会网络、社会资本为基础,为新建商品房社区营造的前置操作进行一系列的探索实践,并培力业主组成互帮互助的自主组织,配合居委会、物业公司共同推进创新社区的治理工作。

Abstract :The development of urbanization not only drives the immigration of people from other districts, but also promotes the development of urban economy. Building the community equipped with rich peripheral matching for civilians who stay in the city to work is the main appeal of the mainland real estate development in recent years. However, it is found that the conflict between owners and developers becomes the insidious threat of a new community that affects social harmony in the phase of occupancy and house delivery. It is necessary to bring in community construction in the process of building, which means providing both the hardware community which meets the expectations of residents and the orderly harmonious atmosphere. The goal is to build a homeland where residents are familiar with each other by the way of community empowerment and to promote the mutual assistance among residents. In order to achieve the aforementioned goal, Sinyi Realty introduces the “Community Family’s SponsorshipProgram”, which has been enforced in Taiwan for more than ten years, and wants to carry out an experimental project about the community building in the mainland the operation before the community empowerment of newly-built commodity apartments. Community building works should begin before the owners check in. Based on the theory of group dynamics, social network and social capital, a series of exploration for the newly-built commodity apartments’ pre-work has been done. Owners have been encouraged to set up a spontaneous organization where they can help each other, and try to promote the management of social innovation with the help of neighborhood committees and property companies.
