城市社区协商民主的功能面向与制度化建设
——基于后单位社会视角

On the Perspective of Post-Unit Society

摘 要：单位制社会向后单位社会转型要求城市社区治理进行相应的变革，在后单位个体化社会的条件下，协商民主是城市社区治理的应然选择。虽然协商民主在城市社区治理的不同层面上有着不同的功能取向，但凝聚分散化的社会个体及形成的基层社会对政府的认同却是社区协商的基本功能。在城市社区协商民主制度化的过程中，我们需要格外重视协商民主的规范化、协商成果的实际运用、对社区居民的赋权以及社区治理的流程再造等问题。

Abstract ：The transition of the unit society to the post-unit society requires the transformation of urban community governance. Under the post-unit society conditions, deliberative democracy is a natural choice for urban community governance. For the post-unit society, integrating pluralistic social individual and forming the identity of the grass-roots community to government are the basic functions of urban community deliberative democracy although such democracy has different function orientation at various levels of urban community governance. In the institutionalization of urban community deliberative democracy, the standardization of the deliberative democracy, the application of consultation results, the empowerment of the community and the process reengineering of community governance are very important issues.
