特色社会资本培育下的社区治理研究
——以重庆市渝中区为例

摘 要：近年来，我国社区建设过程中存在由于资源配置、政府管理失灵导致的社区发展困境。其中一个重要原因是社区内社会资本分布不均，管理者没有结合社区特色，有针对性地进行社区治理研究。在研究社区治理问题时，有必要从社会资本入手，分类研究各个社区的资本特色，因地制宜地提出规划治理的策略，培育社区特色资本，推进社区发展。本文以重庆渝中区特色化社区建设为例，阐述社会资本在社区治理中的重要意义，研究基于社会资本理念的社会资本培育以及社区治理的发展途径。

Abstract ：In the process of community construction in China, the resources allocation and government management failure lead to community development dilemma. One of the significant causes is the uneven distribution of community social capital, so community managers can’t conduct the targeted governance research combined with the community characteristics. During the research of community governance, it is necessary to do the category study of community social capital classification, to put forward the planning and management strategies refer to local conditions, to promote community development. In this paper, Yuzhong District，Chongqing is the example of characteristic community construction, which expounds the important meaning of social capital in community governance process. The paper also presents the development of community governance method based on community social capital cultivation concept.
