摘 要：空间规划体系作为国家实现国土资源保护与利用的政策工具和技术手段，会随着社会、经济、环境等客观条件和政治、体制、管理等主观意愿的变化而变化。20 世纪以来，为应对城市化进程中不断出现的城市空间蔓延、区域失衡、可持续发展、全球化竞争等挑战，法国从面向地方的土地利用管制入手，逐步建立起多层次的空间规划体系，涵盖了建设、交通、生态、环境等多个层面，且日益重视区域协调。本文力图通过历时性研究，揭示法国空间规划体系的演变规律。

Abstract ：Being both a policy tool and a technical measure to rationally utilize and carefully protect territorial resources, the spatial planning system of a state evolves along with the changes of the objective factors such as society, economy, and environment,as well as those of the subjective ones related to politics, institution, and administration, etc.. In order to cope with the challenges of massive urban sprawl, unbalanced regional development, sustainable development, and economic globalization amid the process of urbanization since the 20th century, France has started to establish a spatial planning system which was characterized by land-use control at the local level. It has gradually evolved into a multilevel system which covers the multiple fields of construction, transportation, ecology, environment, energy and so on and highlights the coordination at both national, regional and metropolitan levels. Based on a chronological analysis, this paper tries to summarize the development trends of French spatial planning system in the contemporary era.
