生态文明视野下的空间规划体系
On Space Planning from the Perspective of Ecological Civilization

摘 要：空间规划作为引导资源配置和空间发展的指南，是贯彻和落实生态文明理念和建设美丽中国的政策载体，是“五位一体”推进生态文明建设的实践路径。我国现行的具有空间性质的规划包括主体功能区划、城乡规划、土地利用规划、环境功能区划等。然而，不同规划之间各自为政、功能定位与作用范围重叠、协调性较差，难以形成有效管控空间的制度合力。本文基于对生态文明概念和习近平的生态文明思想的解读，梳理自十八大以来党和国家关于空间管制和空间规划的重要文件，主要基于《生态文明体制改革总体方案》，提出我国未来空间规划体系的发展方向、理念和功能定位等空间规划建章立制阶段需要着重思考和亟待解决的关键问题，重点分析了从开发与保护，多元主体之间的协同，空间规划与其他规划，国家与省、市县三级空间规划以及规划与评估之间的五大关系。

Abstract ：As the guide of the distribution and development of space resources, space planning is the policy carrier for ecological civilization and a beautiful China as well as a path to promote the construction of ecological civilization by “five-in-one”. There are various space plans in China including main function zoning, urban and rural planning, land use planning, environmental function zoning, etc. However, it is difficult to form a system to effectively control the space due to their respective policies, overlapping function positioning and scope of action, and poor coordination. Based on the concept of ecological civilization and Xi Jinping Thought of Ecological Civilization, this paper combs the important documents of the party and the state on space control and space planning after the 18th National Congress of the Communist Party of China, mainly based on “the general plan for the reform of the ecological civilization system”, and analyzes the key issues that need to be considered and solved urgently in the establishment of the future space planning system in China such as the development direction, concept and functional orientation, focusing on the five major relationships: the relationship between the development and environmental protection, the coordination of different bodies, the relationship between space planning and other planning, the relationship of national, provincial, and urban space planning, and the relationship between planning and evaluation.
