摘 要：上海新一轮总体规划提出建设卓越的全球城市的目标，本文通过对全市总体规划目标的解读及其与国际对标的研究，提出大都市远郊以农业为主的城镇，在解决农村、农业、农民问题上的思路和对策。文章以金山区廊下镇郊野公园规划为依托，对镇村的现状进行剖析，并从如何提高农村建设的生态化、加强农民生活权益的保障、发挥农业生产的高附加值等方面进行了重点研究，最后将多个规划合一，保障项目的实施落地。

Abstract ：Shanghai’s new master plan puts forward the goal of building an excellent global city. Based on interpreting the goal and studying the international cases, this paper proposes some strategies on issues relating to agriculture, rural areas, and rural people for small towns dominated by agriculture in the outer suburbs of the metropolis. This paper, based on the Country Park Planning of Langxia Town of Jinshan District, analyzes the current situation of towns and villages, carrying out a key research on improving the ecologicalization of rural construction, strengthening the protection of farmers’ rights and interests, and bringing into play the high additional value of agricultural production. Finally, multiple plans will be combined to ensure the implementation of the project.
