生态文化村评价指标体系构建及应用

摘 要：党的十九大报告提出了乡村振兴战略，表明乡村的生态文明建设及可持续发展愈加重要。当前的乡村建设聚焦于生态环境、基础设施等物质层面，对以生态文化培育为核心的精神层面发展关注有限。本研究首先依据系统分析理论和可持续发展理论，构建了生态文化村评价指标体系概念框架模型，从生态环境、生态文化、生态社会、生态经济、生态治理五大维度解析生态文化村的特征；其次利用PSR、AHP 方法，建立“五维三级一特色”的评价指标体系；结合多轮专家咨询，经过两轮筛选最终构建了包括5 个一级指标、13 个二级指标和30 个三级指标的上海市生态文化村评价指标体系。最后，从强化农民生态文化意识、传承发展乡村生态文化、加强乡村生态治理体系建设、全面改善乡村生态环境、促进乡村生态产业发展、加大生态文化村创建保障力度等方面提出了相关政策建议。

Abstract ：Ecological civilization and sustainable development of rural regions are becoming more and more important along with the Rural Revitalization Strategy proposed by the 19th CPC Congress. The current rural construction focuses on the material aspects such as the ecological environment and infrastructure, while the development of spiritual culture centered on ecological culture is limited. Based on the system analysis theory and sustainable development theory, this study firstly constructs a conceptual framework model of eco-culture villages’ evaluation index system. This conceptual framework model analyzes the characteristics of eco-culture villages from five dimensions, including ecological environment, ecological culture, ecological society, ecological economy and ecological governance. Secondly, this evaluation index system is established with the characteristic of "five dimensions, three levels and one feature" by using PSR and AHP methods. Thirdly, combined with multiple rounds of expert consultation and two-round screening, the evaluation index system of eco-culture villages in Shanghai was finally established, which includes 5 first-level indicators, 13 second-level indicators and 30 third-level indicators. Finally, policy recommendations on the construction of Shanghai eco-culture villages are put forward, including the aspects of strengthening the farmers' ecological culture consciousness, inheriting and developing the rural ecological culture, strengthening the construction of rural ecological management system, improving the rural ecological environment, promoting the development of rural ecological industry, and increasing the support to the construction of eco-culture villages.
