城市更新中的管治困境与创新策略思考

摘 要：现阶段，我国的城市更新逐渐转向以小规模、渐进式为主导，整体重建与局部整治并重的发展模式。相比增量新开发，城市更新面向更加复杂、多元的在场利益主体，更新过程需要结合基层社区治理和顶层规划管理来进行管治。立足于当前城市更新的背景，本文从城市公共服务设施共建、社会多元主体共治、土地存量价值共享三个角度建构城市更新的治理内涵，在技术标准、管理程序、制度设计三个层面提出面向城市更新的规划管理创新策略。

Abstract ：At present, China’s urban regeneration gradually shifts to a small-scale and step-by-step development model coexisted with overall reconstruction and partial renovation. Compared with the incremental new development, urban regeneration faces more complex and diverse on-site stakeholders, so the process of urban regeneration needs to be managed in combination with community governance both on the grassroots level and the top level. Based on the current situation, this paper constructs the governance connotation of urban regeneration from the perspectives of the coconstruction of urban public service facilities, the co-governance of social multiple subjects, and the sharing of stocks value of land. It proposes innovative strategies of planning management for urban regeneration from three aspects，including technical standards, management procedures and the system design.
