摘 要：浙江舟山群岛新区的设立具有重要的战略意义，但同时，舟山群岛新区特殊的地理环境、优越且稀缺的资源条件，需要规划能够科学识别核心资源，对应战略功能作出空间安排，实现功能定位与资源配置、资源保护与开发利用的协调发展。通过战略规划和城市总体规划两个阶段的研究，规划明确了浙江舟山群岛新区的战略目标、空间发展模式、底线保护和花园城市空间结构。战略规划阶段提出了“四岛一城”的目标定位，“岛群分区”的布局理念和“群岛多功能、一岛一功能”的职能分工体系。城市总体规划对舟山群岛的岸线、用地资源以及丰富多样的海洋资源进行了分类保护与利用，形成了适应岛屿环境的城市空间结构，系统化地支撑花园城市的构建。

Abstract ：The establishment of the Zhoushan Archipelago New District in Zhejiang Province is of great strategic significance. At the same time, the special geographic environment and superior yet scarce resources of the Zhoushan Archipelago New District require the scientific identification of core resources, and the spatial arrangement of corresponding strategic functions to achieve coordination between functional positioning and resource allocation as well as between resource protection and development. Through the two stages of strategic plan and master plan, the strategic objectives, spatial development model, bottom line protection, and spatial structure of the garden city of the Zhoushan Archipelago New District are defined. At the strategic plan stage, the goal of “four islands and one city”, the concept of “island group areas” and the functional division system of “multi-function in island group, one function in one-island” were proposed. The master plan classifies and protects the coastline, land, and marine resources so as to form an urban spatial structure adapted to the archipelago environment as well as to support multi-system construction of a garden city.
