摘 要：“生态低碳”已成为当前城市规划建设的重要目标。本文结合具体的研究项目——《肇庆新区起步区生态城市专题研究》，阐述了一套用于控规管控层面的生态低碳规划的编制方法。文章分析了国内被广泛认可或已实施的控规层面的生态低碳指标体系案例及其问题，结合现行的国家及省、市城乡规划标准与规范，研究如何在常规控规的基础上，构建适应案例城市控规编制及管控需求的生态低碳指标体系，并具体落实到土地划拨、出让、开发和建设当中。这对低碳生态城市的开发与建设具有理论和实践意义。

Abstract ：Low carbon has now become an important goal of urban planning and construction. Combined with the case study of the starting area of Zhaoqing New District, this paper expounds a set of low carbon planning methods for the regulatory planning. This paper first analyzes the domestic cases of low carbon index system that have been widely recognized or already implemented. Then combined with the current national and provincial urban planning standards and norms, this study constructs an ecological low carbon index system that meets the needs of the city's planning and control requirements, and it is expected to be implemented in land allocation, transfer,development and construction. This paper has theoretical and practical significance for the development and construction of low-carbon eco-city.
