摘 要：社区自治金在推进社会治理、提升社区温度方面具有决定性的意义。它是社区治理中持续性、项目化的资金支持，能够为营造共同体生活、维持社区自我运转提供坚实的基础，尤其后两者构成了社区自治的根本。正因为具有这样的特性，社区自治金能够为社区自治的“革命”提供最大可能，实现形式的、配给的“自治”向运转起来的、居民自决自管的“真实自治”的转变。一旦完成这种转变，基层社会治理“放乱收死”的循环就会被打破，叠床架屋的“植入式自治”机构的问题也会迎刃而解。

Abstract ：The community autonomy chest has the decisive significance in promoting the social governance and improving the density of the community. It is the successive and project-based financial support, so it can be the solid foundation to string the community life, and make it work. The last two elements are the foundation of the community autonomy. The community autonomy chest can provide the maximal possibility of the transformation from formal allocative autonomy to the real autonomy owing to these kinds of characters, which can make the community work and realize the self-determination and self-management of residents. Once this transformation is completed, the circulation will be broken in which the community control always changes between too tight and too loose repeatedly, and then implantable autonomy organizations will also collapse.
