摘 要:本文从都市区和巨型区域两个层面介绍了美国区域交通规划的来由和进展。区域层面的道路建设和交通投资的外部效应促使美国都市区规划组织(MPO)成立,并开展都市区交通规划;城市化使得各都市区之间的分界线越来越模糊,新的地理单元—巨型区域得到越来越广泛的认知。文章总结了都市区和巨型区域界定的标准,在剖析区域规划遇到的问题和挑战的基础上揭示出美国空间管治的措施,为引导我国都市区和城市群的健康发展提供借鉴。

Abstract :This paper describes the origin and development of American regional transport planning on the scales of metropolitan statistical areas and megaregions.Regional road construction and the spillover effects of transport investment lead to the establishment of metropilitan planning organizations (MPO), which carries out metropolitan transport planning. Continous urbanization has blurred the boundaries between metropilitan areas and a new geographical unit—megaregion gets a lot of attention. This paper summarizes the definitions of metropolitan areas and megaregions,and assesses the underlying logic, which aims to provide useful reference for the sustainable development of China’s metroplitan areas and megaregions.
