国外发展型社会政策对我国规划空间政策的启示

摘 要：国外发展型社会政策为我国转入新时代，解决发展不平衡、不充分的矛盾提供理论与实践的启示。本文力求为规划空间政策模式提供可资借鉴的思路，通过阐释发展型社会政策的历程、内涵和特征，分析德、美、英等国投资儿童和体育健身政策的实践案例，并以社区儿童和体育设施建设为个案，对我国规划空间政策与社会发展目标进行考察，总结相关经验与问题，提出我国规划空间政策在法律、专项规划、技术规范、社区营造和管理手段等方面的发展路径，以体现社会发展价值，实现不同政策协同发展，加强人力资本投资和社会资本培育，促进社会共治等。

Abstract ：Since experiences of developmental social policy in the world have thrown light on China’s reply to socials problems, the paper aims to explore a new mode of spatial planning with the inspiration. The following analysis draws theoretical insights and empirical findings together. Firstly, the evolution process, theoretical background and characteristics of developmental social policy are summarized. Then follow the empirical cases on children and sports policies in Germany, the US and the UK. Finally, a case study on China’s children and sports facilities in the community is carried out, which reveals the lags and incoordination within China’s policy for space planning and goals of social development. The findings suggest a new mode of spatial planning, with legislation more focusing on social development value and coordinating with social policies, special planning and standards for "investment" in human development, community building to cultivate social capital as well as encourage social governance.
