城市化发展阶段和城乡关系
The Developmental Stages of Urbanization and Urban-Rural Relationship

摘 要：本文从国际视野讨论城市化发展和城乡关系的变化，提出不应该将城市和农村看作相互隔离的实体，而应该视为经济和社会整体的组成部分，应该重视城市和农村的相互作用和影响。文章提出，应该根据城市化发展的阶段性来逐步实现城乡统筹协调发展。具体来说，需要通过“城市化”与工业化同步发展、“逆城市化”与都市圈开发、“再城市化”与城乡一体化三个阶段，逐步实现城乡一体化的目标。

Abstract ：This paper discusses the development of urbanization and the changes of urban-rural relationship from an international perspective. It is suggested that urban and rural areas should not be regarded as isolated entities, but as an integral part of economy and society, which means attention should be paid to the urban-rural interaction and influence on each other. It further proposes that it is necessary to realize the coordinated development in accordance with the stages of urbanization. Specifically, achieving the goal of urban-rural integration needs three phases of the simultaneous development of “urbanization” and industrialization, “counter-urbanization” and metropolitan development, “re-urbanization” and the integration of urban and rural areas.
