论新时代城市总体规划的创新实践与政策导向
On the Innovative Practice and Policy Orientation of Urban General Planning in the New Era

摘 要：本文首先对现行的城市总体规划制度和运作状况加以评述，主要分析其存在的缺陷，并探讨成因；然后回顾克服现行城市总体规划缺陷的地方创新实践，如引入城市发展战略规划、创新编制成果体系、增强规划的公众可参与性等，探讨了深化改革的思路；最后对中央政府层面的相关政策指引和演进作了介绍和解读，试图归纳出新时代城市总体规划改革和创新的新探索和新思路。
关键词：城市总体规划，多规合一，空间规划，创新和实践
Abstract ：Firstly, this paper reviews the current urban general planning system and operation situation, mainly analyzing the defects and exploring the related causes. Then, it reviews the local innovation and practice of overcoming the defects of the existing planning such as the introduction of urban development strategic planning, the innovation of written system, and the enhancement of public participation in order to explore the way of deepening reforms. Finally, it introduces and interprets the guidelines and evolution of relevant policies from the central government. It further tries to generalize the new exploration and new thinking for the reform and innovation of the general planning in the new era.
