范式转变与理念演进背景下的生态地区空间规划的路径探索—以济南市南部山区国土空间规划为例
Path Exploration of Spatial Planning in Ecological Areas under the Background of Paradigm Shift and Idea Evolution: Taking the Spatial Planning of the Southern Mountainous Area of Jinan as an Example

摘要 在规划体系变革和生态文明建设的新时代背景下，生态地区规划面临着从传统城乡规划“空间营建”范式，向国土空间规划“空间治理”范式的转变，以及从“弱关注”到“强管控式被动保护”，再到“生态文明建设”的理念演进。济南市南部山区对生态地区规划的新路径进行了探索，通过构建统筹保护与发展的战略框架、统一全域保护开发利用修复总体格局的管控体系、横向统筹与纵向传导的规划体系，形成国土空间“一本规划、一张蓝图”。

Abstract In the context of the new period of planning system change and ecological civilization construction, ecological area planning faces the shift from the "space construction" paradigm of traditional urban and rural planning to the "space governance" paradigm of land spatial planning, and also the idea evolution from the "weak focus stage" to the "strong management-controlled passive protection stage" to the "ecological civilization construction stage". This paper explores a new path for ecological regional planning in the southern mountainous area of Jinan. By establishing a strategic framework and conduction path for coordinating ecological protection and green development, an overall space management system based on the the overall pattern of land space protection, development, utilization, restoration and governance, a spatial planning system for horizontal co-ordination and vertical transmission, it finally forms "the only one plan and one blueprint" for the entire territory.
