基于评价与对策视角的南京创新名城建设研究

摘要 在全球新一轮科技革命快速推进，世界经济已经进入创新驱动发展阶段的背景下，南京提出建设具有全球影响力创新名城的战略目标。本文通过构建由创新资源集聚力、创新成果产出力、创新绩效驱动力、创新国际影响力、创新环境支撑力五个维度及 40 项具体指标组成的创新评价指标体系，运用突变级数法对南京和北京、上海、深圳等 12 个城市进行定量分析与评价。评价结果显示，南京科技创新综合能力在12个城市中居于中游地位，分项评价则呈现“两强三弱”态势，即创新资源集聚力与创新绩效驱动力两个维度较强，而创新成果产出力、创新国际影响力、创新环境支撑力三个维度与先进城市差距较大。最后基于评价结果提出了南京创新名城建设的对策建议。

Abstract Under the background of technological innovation becoming the main driving force of urban development, Nanjing timely proposed the strategic goal of building an innovative city. This paper constructs innovative evaluation index system consisting of five aspects: innovation resource aggregation, innovation output power, innovation performance driver, innovation internationalization, innovation environment support and 40 specific indicators, and uses the mutation series method to quantitatively analyze and evaluate the innovation power with 12 cities including Beijing, Shanghai and Shenzhen. The evaluation results show that Nanjing's comprehensive ability of science and technology innovation is in the middle position in 12 cities, and the sub-item evaluation shows the trend of “two strong and three weak”, which means its two dimensions of innovation resource concentration and innovation performance driving force are strong, and its three dimensions of output, innovation internationalization, and innovation environment support cannot catch up with advanced cities. Finally, based on the evaluation results, the countermeasures and suggestions for the innovative city construction of Nanjing are put forward.
