摘要 空间规划实施监督作为政府了解空间政策工具影响力和实现战略目标的重要机制,是规划顺利实施的重要保障。新时代,高质量发展转型和空间治理能力提升,需要空间规划在平衡经济社会发展、空间开发需求与资源环境消耗关系方面起到基础作用。通过分析西方规划评估理论演化历程,借鉴以英国、荷兰为代表的发达国家规划评估制度、理念、方法和实践经验,检讨我国规划评估在制度、机制、思路和方法方面存在的不足,结合现阶段深圳作为高密度超大城市对空间治理的新要求,提出围绕“一项法律、一套机制、一张指标、一份报告、一个平台”的空间规划评估思路和方法,以发挥空间规划重构背景下规划实施监督的职责,从而推进城市空间治理体系和治理能力现代化。

Abstract As an important mechanism for the government to understand the impact of policy tools and the achieve strategic objectives , the Supervision on the Implementation of spatial planning is an important guarantee for the smooth implementation of planning. The high-quality development transformation and the improvement of spatial management capacity in the new era require that spatial planning plays a fundamental role in balancing economic and social development, space development demand and resource and environment consumption. By analyzing the evolution of western planning evaluation theory, and drawing on the planning evaluation system, ideas, methods and practical experience of developed countries represented by the United Kingdom and the Netherlands, there are some shortcomings in reviewing the systems, mechanisms, ideas and methods of supervision on the implementation of spatial planning in China. Considering the new requirements of spatial governance for Shenzhen as a high-density mega-city at the present stage, this paper puts forward a evaluation of thinking method of spatial planning around "a law, a set of mechanisms, an index, a report and a platform", which is used to support the supervision on the implementation of spatial planning under the reconstruction of spatial planning. The purpose is to promote the modernization of urban spatial governance system and governance capacity.
