三维环境下的国土空间规划初探

摘要 国土空间规划拥有较为齐全的规划基础数据,如地形地貌数据、建筑环境数据等。然而,这些数据多以二维形式展现,将二维数据转化为更为直观的三维表现形式的需求日益迫切。同时,随着计算机技术的飞速发展,三维规划设计方法的诸多优势开始显露于各设计领域。为此,本文基于三维规划的先进性与当前国土空间规划二维数据亟须三维化的诉求,针对当前国土空间规划的工作框架,结合已有的三维规划设计方法的研究,就三维手段如何应用于国土空间规划的基础数据层面、国土空间规划编制和实施层面以及国土空间规划方案评估与监督测评层面,进行了具体的论述,并对未来可能出现的全三维环境下的国土空间规划展开设想。

Abstract Compared with traditional planning, territorial spatial planning has relatively completed planning data, such as topographic and geomorphic data, building environmental data, etc. mostly presented in two dimensions. The need to transform 2D data into more intuitive 3D data representations is increasingly urgent. On the other hand, with the rapid development of computer technology, many advantages of 3D planning began to appear in various design fields. Based on the advantages of 3D planning and the current demand for 3D data of national land space planning, this paper focuses on the current framework of territorial spatial planning, combined with the existing 3D planning methods, and discusses how 3D methods are applied to the three levels of territorial spatial planning, which are the basic data level, the preparation and implementation level and the assessment and supervision evaluation level. Above all, we also envisage territorial spatial planning in the full three-dimensional environment that may appear in the future, and attempt to explore a planning method that stands at a higher starting point.
