摘要 在国家提出治理体系构建和能力提升的背景下,国土空间规划作为国家现代化空间治理体系的重要工具,亟须在生态文明的制度体系下,基于国家层面的顶层设计和科学引领,不断提升空间治理能力的科学化、精准化和智慧化水平。本文在对国土空间规划编制和信息平台进行深入的研究和实践的基础上,尝试构建智慧国土空间规划的理论框架(包括内涵、方法、目标、路径等),涉及国土空间规划的编制、审批、实施、监测、评估、预警等关键环节,以期为新时期空间规划的智能编制与精准实施提供技术支撑。

Abstract In the context of constructing governance system and improving the capacity, territorial spatial planning, as an important tool for modernized space governance system, is urged to emphasize advanced governance capacity with top-level design and scientific guidance under the ecological civilization system. On the basis of in-depth research and practice on the compilation and information platform of spatial planning, this paper attempts to build a theoretical framework (including connotation, methods, goals, paths, etc.), involving construction, approval, implementation, monitoring, evaluation, early warning and other key steps, which is expected to provide a technical support for the intelligent construction and implementation of spatial planning in the new era.
