变革与提升：城乡规划引领下的杭州城市发展
Transformation and Improvement: City Development of Hangzhou under the Guidance of Urban and Rural Planning

摘要 建国以来，杭州实现了从单一职能城市到承担综合职能的长三角中心城市的跨越，城乡规划在城市建设过程中始终发挥着重要的引领作用。在不断演进的规划价值观的推动下，杭州城市建设经历了三个发展阶段：建国初期至改革开放前单一目标导向下的缓慢发展阶段、改革开放至 20 世纪末重视综合职能培育的快速发展阶段以及 21 世纪初至今全面提升发展质量的阶段。未来杭州将在国土空间规划的指引下继续推进城市高质量发展。

Abstract Since the founding of the People’s Republic of China, Hangzhou has changed from a city with single function to a central city in the Yangtze River Delta with comprehensive functions. Urban and rural planning has played a leading role in the process of city construction. Driven by evolving values of planning, constructions of Hangzhou have gone through three stages: the stage of slow development oriented by a single goal, the stage of rapid development emphasizing the cultivation of comprehensive functions and the stage of improving the quality of development. Hangzhou will continue to promote high-quality development under the guidance of national land and space planning in the future.
