从“战略东移”到“区域协同”—天津市城市总体规划的回顾与展望

摘要 城市发展史是一部生动的城市经济、社会、生活的变迁史，也是一部城市规划史。中华人民共和国成立 70 年以来，特别是随着天津经济社会结构发生深刻的变化，天津城市规划也伴随着城市的发展而不断发展，在各个不同历史时期，呈现出不同的形态。本文以天津市历版城市总体规划的编制为线索，展现中华人民共和国成立 70 年来城市规划在天津市城市发展中的重要作用。同时，结合国家关于国土空间规划改革的新要求，提出新时期做好天津城市规划工作的设想。

Abstract The history of urban development is not only a vivid history of urban economic and social life, but also a history of urban planning. Since the founding of the People's Republic of China (PRC) 70 years ago, especially with the profound changes in Tianjin's economic and social structure, Tianjin's urban planning has been developing with the development of the city, showing different forms in different historical periods. This paper takes the compilation of Tianjin City urban master planning as a clue to show the important role of urban planning in the development of Tianjin City in the 70 years since the founding of PRC. At the same time, combined with the new requirements of the national land and space planning reform, this paper puts forward the idea of making a good urban plan of Tianjin in the new era.
