70 Years of China's Urban Planning

摘要 本文从时代背景、国家需求、应对策略的视角，梳理了中华人民共和国成立 70 年来城市规划的发展历程。在改革开放前主要师法苏联，并历经波折；改革开放后积极融入世界，并日益繁荣；新时代以来突出中国特色，并在新理念的指引下不断改革创新。总的来看，中华人民共和国城市规划能够紧扣国家发展的主线，开放包容地吸收借鉴、与时俱进地推进改革，始终把国家利益、整体利益和长远利益放在首位，尊重自然、经济、社会及区域的统筹发展，尊重地方差异，鼓励因地制宜地规划创新，重视专业人员和技术保障体系建设，成功引领人类历史上最大规模的城市化进程，并为世界城市规划实践提供了宝贵的中国经验。

Abstract From the perspective of historical background national demands and coping strategies, this paper sorts out the development process of urban planning in the 70 years since the founding of the People’s Republic of China. Before the reform and opening up, urban planning was mainly learned from the Soviet Union and has experienced many twists and turns; after the reform and opening up, it actively is integrated into the world and became increasingly prosperous; since the beginning of the new era, it has highlighted Chinese characteristics and continued to reform and innovate under the guidance of new concepts. In general, the urban planning in new China can firmly follow the principle of national development, openly and inclusively learn lessons, push forward reform keeping pace with the times, always put national interests, overall interests and long-term interest first, respect nature, economy, society and regional coordinated development, respect local differences, encourage planning innovation according to local conditions, attach importance to the construction of professionals and technical support systems, successfully lead the largest urbanization process in human history, and provide valuable Chinese experience for the world urban planning practice.
