国土空间规划体系构建历程、基本内涵及主要特点
On the Reform Course, Basic Contents and Main Features of Territory Planning System of China

摘要 在中央作出建立国土空间规划体系决策部署的背景下，首先回顾我国空间类规划的改革历程，探讨新规划体系建构的逻辑，以及阐述改革的基本诉求和目标；然后介绍国土空间规划体系的基本框架，并对规划编制体系和运作体系的内涵作释义；最后分析归纳国土空间规划体系建构的主要特点。

Abstract Under the background of the State Council's decision to establish the territory planning system in China, this paper firstly reviews the reform course of China's spatial planning and explores the logic of the construction of the new planning system, and expounds the basic demands and objectives of the reform. Then it introduces the framework of the planning system, and explains its making process and operating system. It finally analyzes main features of China's territory planning system.
