摘要 上海大都市圈作为长三角高质量一体化发展的核心载体，对国家区域协调发展战略的落实具有重要的意义。本文以土地开发强度为研究主题，依据尺度相似、面积相近、边界清晰的原则，划分了“中心城—主城区—都市区—都市圈” 的圈层结构，通过多尺度视角下上海大都市圈与纽约、伦敦、巴黎、东京都市圈案例的横向对比，分析了现阶段上海大都市圈在多尺度上的土地开发强度的特征与问题。针对上海大都市圈内部不同尺度空间发展过密与过疏同时存在的现状，总结上海大都市圈土地开发的一般思路，主要包括集约与精明、疏解与混合、扩散与聚集、底线与管控四个方面的战略思考。

Abstract As the core carrier of the high-quality integrated development of the Yangtze River Delta, Shanghai Metropolitan Circle is of great significance to the implementation of the national regional coordinated development strategy. This paper takes the intensity of land development as the research theme, and divides the circle structure of “City Center-Main City-Urban Area-Urban Circle” in the metropolitan area according to the three concepts of clear concept, clear boundary and similar scale. Through the horizontal comparison between the Shanghai metropolitan area and major international urban metropolitan areas from a multi-scale perspective, this paper analyzes the characteristics and problems of the multi-scale land development intensity of the Shanghai metropolitan area at this stage. In view of the status quo and problems of the development of oversized spaces in the Shanghai metropolitan area, four strategic considerations of land development in Shanghai metropolitan area are summarized, including Intensive development and smart growth, functional disintegration and mixing, population diffusion and gathering, and ecological bottom line control.
