“三线合一”的国土空间规划管控体系—南京空间规划从“划”到“管”的探索

摘要 党的十八大以来，国家大力推进治理体系、治理能力的改革和优化，出台了一系列相关政策，进行了多种途径的探索。其中，如何解决各类空间规划的不协调问题、提炼各部门空间管控的共性要素、形成综合治理的最优方向，是空间规划体系改革的重点，也是近年探索和讨论的热点。本文以南京市的相关工作为例，回顾从开发边界划定“两线两空间”、“四规合一”协调“一张蓝图”、“多规合一”协同审批，到空间规划“三线”管控的探索和实践历程，分享经验，提出问题，探讨可行的解决方案。

Abstract After the 18th National Congress of the Communist Party of China, Chinese government has vigorously promoted the reform and optimization of the governance system and governance capacity. Therefore, a series of related policies have been issued. Among them, the focal points for the reform of planning system, which are also hot spots in recent years, are to mediate the conflicts among different kinds of spatial planning problems, to extract the common factors from each departments regarding to special control, and to form the optimal direction of comprehensive governance. Based on the relevant work done in Nanjing, this paper reviewed the practice from urban growth boundary of “two lines and two spaces”, “four rules and one coordination”, “one blueprint” and “multi-regularity” collaborative approval to spatial planning system based on "three in one". A feasible solution is proposed based on the experience sharing.
