乡村振兴规划编制特征与体系探索— 以云南大理州永平县为例
An Exploration on the Characteristics and System of Rural Revitalization Planning: A Case Study on Yongping County, Dali, Yunnan Province

摘要 国家《乡村振兴战略规划（2018—2022 年）》已经由中共中央、国务院印发，要推动乡村振兴健康有序进行，应注重规划先行，加强规划引领，助推乡村振兴。本文介绍了乡村规划领域的变迁，阐述了新形势下乡村振兴规划编制的三大特征，并通过在大理州永平县的工作实践，总结了永平县山地为主的县域“三农”问题的典型特征，同时提出针对性的编制思路和方法。文章从县域乡村振兴规划编制体系的构建、底线思维下的生态振兴路径选择以及一二三产业融合的产业振兴、乡村振兴的评价体系和保障机制等方面开展了规划创新。

Abstract The National Rural Revitalization Strategic Plan (2018-2022) has been issued by the Central Committee of the Communist Party of China and the State Council. It is necessary to maintain revitalization of rural areas in a healthy and orderly manner. Therefore, revitalization should be planned first, with plan as the leading force. This paper presented the conceptual changes of rural area planning, elaborating with the three characteristics of rural revitalization planning under the new situation. Based on our practice in Yongping County, Dali, it summarized the typical characteristics of “three rural issues” problem in the county-level mountainous areas of Yongping County and therefore responding planning concepts and approaches. This paper also discussed planning innovation from the construction of county rural revitalization planning system, the choice of ecological revitalization path under the bottom line thinking, and the industrial revitalization of the integration of the first and third production, as well as the evaluation system and the guarantee mechanism of rural revitalization.
