摘要 海绵城市建设是一项多专业、多部门协同完成的系统工程,需要专项规划的有效指导。本文以上海临港国家试点区为例,从海绵城市建设需求分析和目标入手,明确总体思路,重点构建了海绵生态格局和划分汇水分区,同时划分管控分区,明确管控指标要求,并提出海绵城市建设的系统方案和与相关规划衔接的内容,从流域尺度明确了海绵城市专项规划的方法,以期为其他地区同层级海绵城市的专项规划编制提供参考。

Abstract Sponge City construction is a system project that requires multi-disciplinary and multi-sectoral collaboration as well as effective guidance of special planning. Taking Shanghai Lingang Pilot Area as an example, this paper starts with analyzing requirements and the target of sponge city construction, and then clarifies the overall idea, emphatically building the sponge ecological pattern and the division of the catchment area, as well as dividing the control zoning and setting the requirements of the control indicators. Finally, a systematic plan and the links to related plans are proposed. This paper provides a method of making the Sponge City special plan for watershed scale, with a view to providing reference for special planning of sponge city on the same level in other regions.
