海绵城市建设的规划管控体系研究

摘要 海绵城市建设涉及众多部门和专业，具有系统性、复杂性、综合性的特点，规划引领、全程管控是各地推进海绵城市建设的基本原则。上海是全国第二批海绵城市建设试点，在全市范围内建立了宏观、中观、微观三个层级的海绵城市规划体系，将相关指标要求纳入全市土地“招拍挂”条件，并在项目建设的各个审批环节予以落实。本文主要结合上海市在海绵城市建设方面的探索和经验，对海绵城市规划体系构建、管控指标选择和管控制度建设等进行了讨论，以期为其他城市的海绵城市建设提供借鉴。

Abstract Since sponge city construction involves many departments and professions, and it is systematic, complex and comprehensive, planning guidance and whole-process control are the basic principles for all regions to promote sponge city construction. Shanghai is in the second batch of sponge city construction pilots of China. A sponge city planning system of macroscopic, mesoscopic and microscopic levels has been set up in the whole city. Relevant index requirements have been included in the conditions of land auction, and implemented in the examination and approval procedures of projects at all levels. Based on Shanghai's exploration and experience in sponge city construction, this paper discusses on the construction of sponge city planning system, selection of control index and construction of control system, so as to provide reference for other cities.
