公园城市视角下基于空间治理的区域绿地管控与上海郊野公园规划实践

摘要 公园城市是生态文明视角下的可行道路，是满足人民美好生活需求的更高追求。公园城市的理论创新与规划建设实践探索不应局限于城市建成区，应放眼城市全域。区域绿地是非建设用地的一类绿地，具有分布广、规模大、生态功能凸显的特征，在当前新的《城市绿地分类标准（CJJ/T85 — 2017）》颁布以后，区域绿地有了明确的定义，但如何规划管控还在摸索中。本文在解析公园城市内涵定义和空间治理重要性的基础上，讨论区域绿地的管控问题，通过对上海郊野公园规划实践的分析，进一步探讨区域绿地管控的法定规划路径。

Abstract The park city is feasible from the perspective of ecological civilization and a higher pursuit to meet the people's needs for a better life. The theoretical innovation and practice of park city should not be limited to the urban built-up area, but focus on urban and rural areas. Regional green space is a kind of green space for non-construction. It has the characteristics of wide distribution, large scale and prominent ecological functions. After the current new “Urban Green Space Classification Standard (CJJ/T85-2017) ”is promulgated, it has a clear definition, the planning and controlling of which are still to be explored. Based on the analysis of the connotation of park city and the importance of space management, this paper discusses the management and control of regional green space and its legal planning path through analyzing the Shanghai country park planning practice case.
