新时代国土空间规划与治理的思考

摘要 区域发展与空间治理是人类面临的共同话题。新时代区域发展的主要任务和主要矛盾发生了根本性的变化，对国土空间规划与治理提出了新的要求。国家机构改革成立自然资源部 , 明确以国土空间规划引领国家“多规合一”的空间治理。规划权改革表象是规划体系的重构，而尊重空间治理规律，通过以质量变革、效率变革、动力变革为特点的空间治理转型，推动形成绿色发展方式和生活方式，才是规划权改革的深层本质。

Abstract Regional development and space governance are common topics facing humanity. The primary missions and contradictions in regional development during the new era have been changed fundamentally, which requests for new resolutions in land space planning and governance. The Ministry of Natural Resources was set up through the reform of state institutions to clearly lead the country's "multi-planning united"spatial governance with the land space planning. The reform of planning rights is the reconstruction of the planning system. Furthermore, to respect the law of space governance, to promote the formation of green development mode and life style through the transformation of the space governance with the characteristics of quality change, efficiency change and power transformation, are the real meanings behind the reform of planning rights.
