突发公共卫生事件下适灾韧性的城市群协同防灾规划研究

摘要 新型冠状病毒肺炎（Corona Virus Disease 2019，COVID-19）暴发后，我国社会发展受到了严重的影响，确诊病例的分布集中于城市群中，并不断向外扩散，也让我们重新审视我国城市群的防灾规划。城市群作为经济社会发展的集合体，在疫情到来之际，有必要形成统一的“抗疫”合力，共同应对突发公共卫生事件，而建立适灾韧性的城市群协同防灾规划体系是有效且合理的措施。建设适灾韧性的城市群，并构建协同防灾规划体系可以提高城市群的联防联控能力，增强防灾协作，构筑城市群的安全屏障。为应对未来潜在的突发公共卫生事件，本文以武汉城市群与意大利伦巴第大区为研究对象，针对本次疫情中城市群的防灾情况进行深入分析，提出适灾韧性城市群的概念，并从空间结构、系统规划、技术支持、政策保障四个方面提出建设适灾韧性的城市群协同防灾规划体系的意见。

Abstract After the outbreak of COVID-19, China's social development has been seriously affected. The confirmed cases are concentrated in urban agglomerations, and continue to spread outward, offering us a chance to re-examine the disaster prevention planning of urban agglomerations in China. As an aggregation of economic and social development, urban agglomerations need to form a unified anti-epidemic force to jointly react to public health emergencies after the outbreak, and it is effective and reasonable to establish a coordinated disaster prevention planning system of urban agglomerations with disaster resilience. Building a disaster resilient urban agglomeration and building a collaborative disaster prevention planning system can improve the joint prevention and control capability of urban agglomeration, enhance disaster prevention cooperation, and build a security barrier for urban agglomeration. In order to deal with the potential public health emergencies in the future, this paper takes Wuhan Urban Agglomeration and Lombardy region of Italy as the research objects, analyzing the disaster prevention situation of urban agglomeration in this epidemic, proposing the concept of disaster resilient urban agglomeration, and coming up with suggestions to the construction of collaborative disaster prevention planning system for urban agglomeration from four aspects of spatial structure, system planning, technical support and policy guarantee.
